The speaker is the player who has the speaker token.
During game set up, a random player becomes the speaker and takes the speaker token
- This may be decided through a dice roll or any other drafting method
The main method for switching the speaker is via the Politics strategy card. The active player chooses any player, except the current speaker to become the new speaker when they resolve the primary ability.
- The player to the left of the speaker become the speaker if the speaker is eliminated or Publically Executed
Roles of the speaker[]
Game Setup[]
- During setup, the speaker draws five stage I and five stage II objectives, placing them face down in the scoring area. The speaker then reveals the first two stage I objectives able to be scored during the first round.
Strategy Phase[]
- The speaker is the first player to choose a strategy card in the strategy phase. Following this, the remaining players may choose their strategy card in clockwise order from the speaker.
- At the end of the strategy phase, the speaker places a trade good on every unchosen strategy card.
Status Phase[]
- During the status phase, the speaker reveals a public objective, revealing a stage I objective if any remain, otherwise a stage II.
Agenda Phase[]
- During the agenda phase, the speaker reveals and reads the top agenda card from the agenda deck before voting begins.
- When player do not have strategy cards (i.e. during the agenda phase), the speaker has the first opportunity to resolve any abilities during any given timing window. The other players may resolve abilities clockwise from the speaker. This most commonly applies to cards/abilities that specify "When" or "After" an agenda is revealed.
- The player to the left of the speaker is the first to cast votes for an agenda. The other players vote in clockwise order, with the speaker voting last.
- In the case of a tied vote, the speaker chooses an outcome to resolve.
- Other Speaker roles during the agenda phase relating to specific agenda cards:
- Roll the Dice if "Ixthian Artifact" goes "For"
- Resolve "Covert Legislation"
- If the game ends because multiple players reach ten points simultaneously and players do not have strategy cards (i.e. during the Agenda Phase), the speaker wins if they are one of the players with ten points. If they are not, then the first player clockwise of them that has ten points wins.
