This page lists all Objectives in Twilight Imperium Third Edition
Objectives are the Primary method of Obtaining Victory Points
A player wins the game under one of the following conditions:
- Reached 10 Victory Points; 9 if using the Bureaucracy Strategy Card (14 and 13 in the Long War variant, respectively)
- The Imperium Rex (Game Over) Objective Card is reached OR after the Status Phase in which the last Public Objective Card was drawn (if playing without Game Over Card); in both cases, the player with the most Victory Points wins.
- A player qualifies for one of the few Stage II Objectives which allow a player to win the game once scored
Creating the Objective Deck[]
During game set up, the Objective Deck is created.
Public Objective Deck[]
The options for creating the Public Objective deck are either:
- All Stage I and II Base Game objectives
- All Stage I and II Shattered Empire Objectives
(1) Separate Cards into Stage I and II Decks
(2) Remove the Imperium Rex card from the Stage II Deck and Shuffle the remaining cards
(3) Draw 3 random (5 in 14 point game or 4 when playing with Shattered Empire (White) Strategy Cards) cards and shuffle the Imperium Rex card in with them. This is the Stage II Public Objective Deck
(4) Shuffle the Stage I Deck and draw 6 random (8 in 14 point game) cards and place on top of the Stage II Public Deck. This Deck is now the Public Objective Deck
(5) If playing with Shattered Empire (White) Strategy cards: Reveal the Top card and place face up in common play area before game start
(6) Place all unused cards back in box face down
Age of Empires Variant[]
If playing with this variant, all cards from the Public Objective Deck are drawn in order and placed face up (from left to right) in the play area until the Imperium Rex (Game Over) card is reached. Players are able to score any of these objectives in any Status Phase throughout the game (Except they must wait until Round 4 to score stage II objectives). A token is placed on the left most card and after each Status Phase moves 1 card to the right. The game is over when the token reaches the Imperium Rex card
Secret Objective Deck[]
(1) All Secret Objectives cards are placed together to form the Secret Deck
(2) One Secret Objective card is dealt to each player face down
- If playing the Shards of the Throne expansion, Preliminary Objectives are given instead. A player draws 1 Secret Objective from the Secret Deck once they have completed a Preliminary Objective
Base Game[]
Public Objectives[]
Public Objectives are divided into Stage I and Stage II. Stage I objectives are worth 1 Victory Point and Stage 2 objectives are typically worth 2 Victory Points. All public objectives must be scored during the Status Phase.
Stage I Objectives[]
Each Stage I Objective is worth 1 Victory Point
- I control the planets needed to have at least one of each of the technology specialties (Green, Blue and Red; Yellow not included)
- I control 5 planets outside my home system
- All three of my space docks are on the board
- I have controlled Mecatol Rex the entire Strategy Phase and Action Phase of this round
- I now spend 10 influence
- I now spend 6 trade goods
- I have 3 technology advances of the same color
- I have technology advances in all 4 colors
- I now spend 10 resources
- I have 5 technology advances
Stage II Objectives[]
Worth 2 Victory Points unless otherwise stated
- I now spend 20 influence
- I now Spend 20 Resources
- I control 10 planets outside my Home system
- I now spend 12 trade goods
- I have at least 9 Technology Advances
- I control planets with a combined total influence greater than the combined total influence of all of the planets controlled by the player to my left and the player to my right (3 points)
- I control Mecatol Rex and all systems adjacent to it (3 points)
- Domination - I control all the planets in the home systems of 2 other players (Win the Game)
- Supremacy - I control 18 planets outside my home system (Win the Game)
- Imperium Rex ("Game Over") - As soon as this card is revealed, the game ends immediately. The player with the most victory points wins the game
Secret Objectives[]
Each Secret Objective is worth 2 Victory Points
- Diversified - I control Mecatol Rex; I have a Space Dock here, and I have at least 2 Technology Advances in each of three different colors
- Usurper - I control Mecatol Rex; I have a Space Dock and at least 6 Ground Forces here
- Forceful - I control Mecatol Rex; I have a Space Dock here, and at least 4 Dreadnoughts in the Mecatol Rex system
- Master of Ships - I control Mecatol Rex; I have a Space Dock here, and at least 8 (non-Fighter) ships in the Mecatol Rex system
- Industrial - I control Mecatol Rex; and I have all 3 of my Space Docks and all 5 of my Dreadnoughts on the board
- Conqueror - I control all the planets in another player's Home System
- Merciless - This game round, I successfully took control of my neighbor's planet that held his last Space Dock on the board
- Technocrat - I control at least 6 planets with a technology specialty (Green, Blue and Red; Yellow not included)
- Focused - I control at least 4 planets with the same technology specialty (Green, Blue and Red; Yellow not included)
- Keeper of Gates - I have at least 1 (non-Fighter) ship in every system containing a wormhole
- The "D" Wormholes and the Wormhole Nexus are not included
- A player only has to control systems that already have wormholes (not any that are added via Distant Sun or Space Domain tokens)
- If only one Wormhole of a type is in play, it has no function and is ignored

Public Objectives[]
Stage I Objectives[]
Each Stage I Objective is worth 1 Victory Point
- I am blockading an opponent's Space Dock.
- I control Mecatol Rex.
- I control planets with a total influence greater than the player to my immediate right and greater than the player to my immediate left.
- I have more than one Technology Advance in 3 different colors.
- I now spend 10 resources or 10 influence.
- I now spend 3 Command Counters from my Command and/or Strategy Allocation areas.
- I now spend 4 Trade Goods, 3 resources, and 3 influence.
- I took control of 3 planets this game round
- I won a Space Battle against at least 3 opposing ships in one system this game round
- I successfully invaded one planet containing at least 1 opposing Ground Force this game round
Stage II Objectives[]
Worth 2 Victory Points unless otherwise stated
- I have 5 Technology Advances of same color.
- I control the Mecatol Rex system and at least 3 systems adjacent to it (I "control" a system if I have at least one (non-Fighter) ship there, and I control every planet in the system)
- I destroyed an opponent's Space Dock at the end of combat this game round
- I successfully invaded two planets, each containing at least 1 opposing Ground Force, this game round
- I now spend 20 resources or 20 influence
- I now spend 6 Command Counters from my Command and/or Strategy Allocation areas
- I won two Space Battles this game round, each in different systems and against at least 3 opposing ships
- I control 11 planets outside my Home System (3 points)
- I have at least 4 (non-Fighter) ships in two different opponents' Home Systems (Win the Game)
- Imperium Rex ("Game Over") - As soon as this card is revealed, the game ends immediately. The player with the most victory points wins the game
Secret Objectives[]
Each Secret Objective is worth 2 Victory Points
- Regulator - I destroyed Space Docks controlled by two different players this game round
- Expansionist - I control 8 systems outside my home system (I control a system if I have at least 1 (non-Fighter) ship there, and I control every planet in the system)
- Threatening - I control Systems adjacent to 2 different player's Home Systems (I control a system if I have at least 1 (non-Fighter) ship there, and I control every planet in the system)
Special Objectives[]
Each Special Objective is worth 1 Victory Point
These following 4 cards are used only when playing with the Artifacts option:
- Imperial Datacache - I control the planet containing the Imperial Datacache
- Precursor Fossil - I control the planet containing the Precursor Fossil
- Lazax Armory - I control the planet containing the Lazax Armory
- Ancient Shipwreck - I control the planet containing the Ancient Shipwreck
The following card is used when playing with the "Voice of the Council" option
- Voice of the Council
- Before activating the primary ability of the Political or Assembly Strategy Cards, the active player may call for a vote to determine who becomes Voice of the Council
- All players then vote for any player (as if they were voting on an agenda). The player that receives the most votes (ties being broken by the Speaker) gains control of the Voice of the Council Objective and immediately gains 1 Victory Point while the previous owner of the Objective loses 1 Victory Point

Preliminary Objectives[]
As mentioned above, if using this variant, Preliminary Objectives may be handed out at the Start instead of Secret Objectives
Each Preliminary Objective is worth 1 Victory Point
- Researcher - I control at least 4 planets with a Technology specialty (Green, Blue and Red; Yellow not included)
- Invader - I control a planet that was controlled by an enemy player this round.
- Enemy - I have destroyed 2 enemy Cruisers this round.
- Antagonist - I control a planet in a system adjacent to an enemy player’s Home System.
- Infiltrator - I have destroyed at least 1 enemy ship in a system adjacent to its owner’s Home System.
- Defender - I have all 6 of my PDS units on the game board.
- Traitor - I have attacked a player this round with whom I have a trade agreement.
- Explorer - I control 2 systems adjacent to Mecatol Rex.
- Commander - I have all 5 of my Dreadnoughts on the game board.
- Scientist - I have 3 yellow Technology advances.
