Manifest Destiny is an optional rule variant introduced in the Distant Suns Expansion for Twilight Imperium (First Edition)
When playing with this variant, the first Political Phase is replaced with the Manifest Destiny Phase
During this phase, players may spend credits equal to twice the sum of a planet's resource and influence values to colonize a neutral planet and place 1 Ground Force on it
- This planet may be no further than 2 systems away from player's home systems
Manifest Destiny Phase[]
Beginning with the first player in voting order (i.e. the player with the least influence), each player, in turn, may colonize 1 neutral planet using the above rules.
Once every player has had the opportunity to colonize 1 planet, a second round begins in reverse order (i.e. player with the most influence can colonize first).
Influence is not recalculated until the end of this phase
